In T5, just build more Fotios and Gios. Even if you haven't won by then, the T5 guardians aren't worth the strats. For me, Guardians really make sense for Cultists. You're almost guaranteed the +4 movement empire plan more rapidly than any wide faction, which addresses the main limitation of Guardians. And your single-city production is ridiculous.
